Mr. Kim brings a decade of high-level federal litigation experience shaped by his service at the United States Department of Justice. Before joining Colombo & Hurd, Mr. Kim served as Acting Assistant Director in the Civil Division of the U.S. Department of Justice. In that role, he led major constitutional and regulatory challenges involving federal agencies, including class actions, Administrative Procedure Act (APA) disputes, and litigation surrounding key national policy initiatives. As lead counsel, he routinely litigated novel legal questions in courts across the country, resolving complex disputes regarding executive authority over entry and border policy. He oversaw all stages of federal appellate litigation across multiple circuits, from briefing through oral argument, and advised agencies such as the Department of State and the Department of Homeland Security on legal vulnerabilities in proposed rules and regulatory actions. Mr. Kim has extensive experience managing the pressures of large-scale civil litigation. He has led legal teams in sprawling class actions, routinely handling emergency hearings and appeals on expedited schedules. His practice has spanned the full life-cycle of a case, from initial strategic planning to oral argument on appeal. Mr. Kim has overseen complex discovery matters, preparing senior officials for depositions and coordinating the management and production of sensitive government records. Mr. Kim also completed a detail with the U.S. Attorney's Office for the District of New Jersey, where he helped coordinate federal responses to hundreds of habeas cases filed during the early stages of the COVID-19 pandemic. He began his career as an Attorney Advisor with the Executive Office for Immigration Review, drafting immigration court decisions on asylum, removal defense, and motions to reconsider involving complex questions of procedure and statutory interpretation. At Colombo & Hurd, Mr. Kim is Senior Litigation Counsel in our Federal Immigration Litigation practice, contributing a deep understanding of federal litigation, administrative law, and immigration policy. His practice includes strategic interventions to challenge improper adjudications, address unreasonable delays, and reinforce fairness in processes that affect both individuals and employers navigating the U.S. immigration system.
